Pepper spray in my checked luggage?

in two weeks im leaving for greece, and was wanting to know if im allowed a can of pepper spray un opened, in its box inside my checked luggage thats only 4 oz. The tsa site says checked luggage, and no more than 4 oz.. it doesnt say anything for international flights. How can I find out if its legal or not?? if its not, then i will not bother bringing any. the way people are over there, i would feel safer to have pepper spray with me.
