Severe stuffy nose in my 7 month old? what to do?

We have consistently used a humidifier with her, as well as vicks baby rub on her neck and chest. We suction her nose, and keep the temperature of the house at the recommended temp for babies to breathe well, between 68-72.. so we keep it 70. We have also just tried the Little Noses saline spray, and no help either. She wakes up constantly and can no longer sleep bc she cant breathe. I have no idea what else i can try, does anyone have any more suggestions?
