Pedestrians and crosswalks?

Well, me and my sister are having this argument. She will cross streets RIGHT in the middle of the street. Not at a crosswalk. Is it a rule that if a person crosses in the middle of the street, a car can hit them and they wont get fined, but if youre on a crosswalk they can.
